// TOOL-04 · Checklist Fleet EV Procurement Checklist

Three gates every fleet operator must clear before committing to EV procurement. Derived from audit findings across BYD Flash Charging and 800V Platform audits.

GATE 1 — Charging Infrastructure
Is there a compatible HPC station within 5 km of your primary operating base? Verify actual power rating — not advertised maximum. For BYD flash charging: confirm BYD Flash Charger specifically, not generic HPC.
GATE 2 — Route Coverage
For highway routes: is the route covered at 150 km intervals by operational HPC stations? Use session-average charge rate (not peak) to calculate session duration. Evaluate after May Day 2026 for BYD highway network.
GATE 3 — Climate & Duty Cycle
Does operating temperature regularly drop below -20°C? If yes: wait for Q4 2026 independent cold-weather test before committing. For flash charging fleets: long-term degradation data will not exist until 2027-2028. Use 77.5% at 6yr/150,000 km as TCO planning boundary.
